The MSC and Binding Hook proudly announce the 2nd edition of the Essay Prize Competition, inviting experts to explore digital sovereignty’s impact on Europe’s cybersecurity interests. This year’s competition focuses on the practical and policy implications of Europe’s pursuit of digital sovereignty.

Vision

Europe stands at a critical juncture in shaping its digital future, with sovereignty emerging as a pivotal concept that underscores its ambition for enhanced independence, resilience, and competitiveness. At the same time, persistent cyber threats, constantly evolving with wider technological advances, are making cybersecurity a core priority for the EU. However, the optimal relationship between cybersecurity and digital sovereignty is less clear. Does heightened sovereign control over digital infrastructure — including clouds, chips, and data flows — advance Europe’s security interests and defensive capabilities? Or do such measures impede the cross-border cooperation essential for effective cyber defense? This essay prize competition invites writers to define – or dispute – how far security arguments point toward greater autonomy, deeper interdependence, or some mix of both.

Winners will not only receive a monetary reward but also have their work published on Binding Hook, Virtual Routes’ media platform for digital technology and security, and be celebrated at the 2026 Munich Security Conference.

Essay Question

“Does digital sovereignty support Europe’s cybersecurity interests? And how should it be designed to strengthen European resilience?”

The prizes for the top essays are as follows:

  • Runner-Up: €2,500
  • 3rd Place: €1,000
  • 4th-5th Places: €500

The winning author will be invited to the 2026 Munich Security Conference (12-15 February, 2026) to be recognized at the award ceremony — an opportunity to contribute to the broader conversation on Europe’s digital sovereignty and security.

Main Criteria

Essays will be reviewed by Binding Hook and a review board comprising world-renowned leaders from industry, government, and academia.

  • Insightfulness: Essays should offer a deep understanding of digital sovereignty.
  • Relevance: Submissions must directly address the implications for Europe and suggest actionable recommendations for policymakers.
  • Originality: Entries should present unique perspectives or solutions.
  • Clarity: Arguments must be articulated clearly and persuasively.
  • Evidence: Submissions should be supported by relevant examples or data.
  • Length: Essays must be between 1400 – 1900 words, excluding footnotes but including hyperlinks for references.

The competition is open to experts from any part of the world. All submissions must be in English. We only accept single authored submissions.

Introduction

The Essay Prize Competition (the “Competition”) is organized by Virtual Routes and Binding Hook in partnership with the Munich Security Conference (“MSC”). It is sponsored by Google (the “Sponsor”). By entering the Competition, participants agree to these Terms and Conditions (T&Cs).

Eligibility

The Competition is open to individuals worldwide who are experts in the fields of cybersecurity or digital sovereignty. Participants must ensure that their participation complies with local laws and regulations.

Submission Guidelines

Essays must address the question: “Does digital sovereignty support Europe’s cybersecurity interests? And how should it be designed to strengthen European resilience?”
Submissions must be original, unpublished works between 1400-1900 words, excluding footnotes but including hyperlinks for references.
Essays must be submitted by 11 January 2026, 23:59 pm CET, through the official submission portal provided by Virtual Routes and Binding Hook.
Participants are responsible for ensuring their submissions do not infringe upon the intellectual property rights of third parties.

Judging and Awards

Essays will be judged based on insightfulness, relevance, originality, clarity, and evidence by a review board comprising distinguished figures from academia, industry, and government.
The decision of the review board is final and binding in all matters related to the Competition.
Prizes are as follows: 1st Place: €10,000; Runner-Up: €2,500; 3rd Place: €1,000; 4th-5th Places: €500 each. The winning author will be invited to the 2026 Munich Security Conference (February 13–15, 2026).

Intellectual Property Rights

Participants retain full intellectual property rights to their submissions. However, by participating, entrants grant Virtual Routes, Binding Hook, MSC, and the Sponsor a non-exclusive, royalty-free license to publish, display, reproduce, and otherwise use the submissions for promotional purposes related to the Competition.

Data Protection

Personal information collected in connection with the Competition will be processed in accordance with Virtual Routes’ Privacy Policy. Participants agree to the collection, processing, and storage of their personal data for the purposes of the Competition.

Liability and Indemnity

Binding Hook, MSC, and the Sponsor will not be liable for any damages arising from participation in the Competition, except where prohibited by law.
Participants agree to indemnify Virtual Routes, Binding Hook, MSC, and the Sponsor against any claims, damages, or losses resulting from a breach of these T&Cs.

General Conditions

Virtual Routes and Binding Hook reserves the right to cancel, suspend, or modify the Competition or these T&Cs if fraud, technical failures, or any other factor beyond Binding Hook’s reasonable control impairs the integrity or proper functioning of the Competition, as determined by Binding Hook in its sole discretion.
Any attempt by any person to deliberately undermine the legitimate operation of the Competition may be a violation of criminal and civil law, and, should such an attempt be made, Binding Hook reserves the right to seek damages from any such person to the fullest extent permitted by law.

Governing Law

These Terms and Conditions are governed by the laws of the United Kingdom, without regard to its conflict of law principles. Any dispute arising out of or in connection with these Terms and Conditions, including any question regarding its existence, validity, or termination, shall be referred to and finally resolved by the courts of the United Kingdom. The participants agree to submit to the exclusive jurisdiction of the courts located in the United Kingdom for the resolution of all disputes arising from or related to these Terms and Conditions or the Competition.
