As an Associate Director at Access Partnership, Tommaso specialises in cybersecurity and EU digital policy.
Before joining Access Partnership, he was a Managing Consultant at ICF Consulting, where he led impact assessments and policy evaluations for the European Commission. Prior to ICF, he worked as an external expert for various research and policy institutions, including ENISA, where he supported the agency’s early work on cybersecurity education and skills development. Additionally, he managed projects at the intersection of technology and national security at the EUISS in Brussels and the Istituto Affari Internazionali in Rome.
He holds a PhD in Cybersecurity and Education from the University of Oxford, and earned a Master’s Degree in International Relations from the University of Bologna.
