Ema Odra Raščan works as a diplomat at the Ministry of Foreign and European Affairs of Slovenia. Alongside her diplomatic work, Ema Odra is a PhD candidate at the University of Ljubljana focusing on US diplomatic responses to terrorism, cyber threats to critical infrastructure, and the evolution of cyber governance. In 2024, she was a US State Department Global Emerging Leaders in International Cyberspace Security Fellow. She is also a Virtual Routes 2026-2027 European Cybersecurity Fellow.
Ema Odra holds a Master of Advanced International Studies from the Diplomatic Academy of Vienna and a Bachelor's degree in International Relations from the University of Ljubljana.
