Government Communications Headquarters (GCHQ), the United Kingdom’s intelligence and security organization, published a response to the July Binding Hook piece by an anonymous European intelligence official who argued that stringent legal frameworks were hampering Western cyber defence. GCHQ Director of Legal Affairs, Mission Policy and International Relations Shehzad Charania and Neil M, a GCHQ deputy director, argue that rule of law is foundational to effective cyber activity, not in opposition to it, while noting that such frameworks must evolve in pace with technological advancements and with wider stakeholder input in order to be effective.
